  • Material Donations: In late 2025 and January 2026, Representative Gaye distributed hundreds of bags of cement and other building materials to multiple communities for local projects:Zor Gbaplay & Zor Ganaglay: 40 bags of cement each for community initiatives.
    Gbeh Loelay: 40 bags of cement for a town hall and local church.
    Zor Lepula & Gbeh Younlay: 30 bags of cement each.
    Karnplay City: Pledged 40 bags of cement for a basketball court and provided materials for local churches.

  • Bridge & Market Hall Interventions: He provided $500 USD for repairs to theZorina bridgein Gbao and donated 25 bags of cement and 5 bundles of zinc for a market hall in Nyao Town

Advocacy for Large-Scale Projects

  • Mining Agreement Consultations: In January 2026, he led high-level consultations regarding the amended ArcelorMittal Liberia (AML) Mineral Development Agreement (MDA). During these talks, he advocated for:Paved roads, safe drinking water, and modern healthcare for affected communities.
    Increasing the County Social Development Fund from $5 million to $9 million annually to fund district-level projects.

  • Telecommunications: Following persistent network outages in Karnplay City, Gaye summoned the management of Lonestar GSM in late 2025 to demand immediate improvements to the district’s digital infrastructure.

  • National Infrastructure Conference: His actions coincide with the first post-war National Infrastructure Conference held in Ganta in January 2026, where Nimba county leaders focused on road connectivity, energy, and WASH (Water, Sanitation, and Hygiene) services.

Case Study

The Problem

The inhabitants of Gbehlay-geh District face severe economic and social isolation due to a deplorable road network and the collapse of basic social services.

  • Transportation Barriers: Existing unpaved roads become nearly impassable during the rainy season, cutting off access to markets, schools, and clinics. This makes it difficult for farmers—who form the district's economic backbone—to transport produce like cocoa and rubber, leading to high post-harvest losses and stagnated income.

  • Health and Sanitation Crisis: The recent end of major donor-funded projects, such as the USAID-funded PACS project, has left many communities at risk of returning to unsafe water sources (streams) due to unmaintained hand pumps.

  • Economic Exclusion: Lack of reliable electricity and GSM network coverage in many parts of the district further hinders information dissemination and prevents small businesses from scaling.

Our Solutions

To address these gaps, a multi-sectoral approach focused on climate-resilient rehabilitation and community-led maintenance is required:
Rehabilitation of All-Weather Feeder Roads:
Transition from temporary mud-road repairs to paving critical trade routes, such as the Sanniquellie to Loguatuo stretch, using more durable materials like coal tar.
Implement "farm-to-market" road initiatives to specifically connect remote chiefdoms to regional commercial hubs.
Sustainable WASH Infrastructure:
Establish a local management committee for water and sanitation (WASH) to maintain the existing hand pumps and boreholes formerly managed by international NGOs.
Integrate solar-powered pumps to ensure a reliable water supply for health facilities and schools.
Expansion of Off-Grid Energy and Connectivity:
Partner with private providers to install GSM towers and expand solar mini-grids, reducing the district's dependence on expensive or non-existent national grid connections.
Decentralized Governance and Maintenance:
Utilize the Nimba County Council to ensure that equipment and funds are properly allocated for routine road maintenance rather than one-off emergency repairs.
